It is possible to restart the heart of a dead person by applying a large electric current to their chest. This doesn’t always work and is more likely to be successful if their heart hasn’t stopped beating for very long (not longer than a few minutes).

It’s unlikely- like Catherine said- hearts can be restarted but it has to be very soon after they stop. Once the heart stops and the body doesn’t get oxygenated blood to all the organs the body starts to stop working. If this happens for a long time that person would likely die, electrocuting them would not bring them back as they would have been dead too long for the body to start working again.

If they are dead and their brain has stopped functioning, no, but if you do apply an electrical current you can still cause their muscles to move. There are many experiments for the late 1800s/early 1900s where electricity was used to move a body. Which at the time really scared individuals who saw it.
